Chi peeing on our new carpet

Hi everyone, I need some advise. My chihuahua is 4 years old. He is paper trained and uses the paper 90% of the time. We have been living in our house now for 2 years. The prior owners had a dog and the carpet was in pretty bad condition. So when he started peeing randomly on the carpet, I assumed he was smelling the other dog. We had new carpet and pad installed on Saturday and I noticed today that he has peed on the carpet twice. I never catch him in the act, only after. I think it may be an attention thing, but I feel like I am paying attention to him as much as normal. I keep him in his kennel all day while we are at work, so he must be doing it as soon as we turn our back. Any advise?

i had the same experience with my dog that is not a chi.... you can replace the carpet and underpad and they can still smell the urine.... I had to rip up carpet and underpad and then paint the wooden floor to totally cover up the scent
